Poop issues

My little girl has got some serious issues...POOP issues. She will poop anywhere but the toilet! She holds her bottom like she has to go and then sits on the pot FOREVER!!!! Then nothing!!! She wants to go swimming so bad but I know as soon as we go to the pool she'll pull a "Caddy Shack"...no thank you!!!
